The Arizona proposed flat tax would radically shift the income-tax burden in Arizona:
  • Eighty-eight percent of Arizona filers, who earn $100,000 or less a year, would pay more.
  • The wealthiest 12 percent would see dramatic cuts.  The bill makes sweeping policy changes, eliminating the mortgage and charitable deductions, with repercussions that no one has considered.
Some Arizona lawmakers who voted for the bill may have been attracted by the notion of a flat tax, without realizing how hard it would hit average Arizonans.

Under the provisions of the proposed Flat Tax Bill, all deductions and exemptions would be eliminated, including:
• Mortgage interest deduction* - impacts home buyers & home builders & realtors
• Charitable Contributions deduction* - impacts non-profits like community food banks
• Un-Reimbursed Medical Expenses deduction - impacts seniors, disabled, blind
• Military Pay deduction - current law exempts taxation of military pay
• Pensions - first $2500 of exemption for pensioners or veterans
• Persons over 65
• Dependents
• Small Business Interest Expense deduction - impacts a businesses ability to grow
• Casualty Loss deduction
• IRA Losses and Income Tax Refund deductions
